Portions of Interstate 95 southbound in downtown Richmond near VCU Medical Center were blocked for several hours this morning after a tractor-trailer accident overnight. No injuries were reported in the crash, which occurred at 3 a.m. when a tractor-trailer overturned at the Exit 74-C interchange, the Broad Street exit. The right and center lanes as well as the off ramp were blocked while crews worked to clear the wreckage.

Chimborazo Boulevard in Richmond’s East End doesn’t fit the typical profile of a drag strip. For starters, it’s not flat and it’s relatively narrow. It’s also fairly bumpy, the result of asphalt being used to pave over aging cobblestones. But as the residents along the row house-lined street will tell you, looks can be deceiving.

Teaser headline for section front: Annoyance with Midlothian Turnpike roundabout . . . Q:Regarding the infamous and much-hated roundabout on Winterfield Road at Midlothian Turnpike—what’s going on? It appears that developer ran out of money and has left us daily Winterfield Road drivers stuck driving around the overgrown, unsightly and annoying circle. I’m still trying to figure out why the roundabout had to be the first thing constructed on this project, considering all the opposition to it. My question: Is there any way that the roundabout could be dismantled and the road put back to the wonderfully straight route it was before? Heh, I bet I could easily gather a bunch of very enthusiastic people and with our sledgehammers, knock that circle down in no time at all. It would be as dramatic and meaningful as when the Berlin Wall was brought down! Any chance of this happening?—Gail C.

Dear readers: Many people have asked why there are railroad-style crossing gates on some eastbound Interstate 64 ramps. They are part of the state’s hurricane evacuation plans. During a hurricane, the gates would be lowered to block traffic from getting onto I-64 heading east. Then the eastbound lanes would be reversed to allow more vehicles to evacuate the Hampton Roads area.

Dear readers: One complaint I hear frequently concerns traffic lights that are badly timed. Readers say red lights last far too long, or green lights are too short. When I ask the proper authorities about a specific light, I am usually told that the most recent study indicates that the light is timed correctly to best promote the flow of traffic.

Q:Why is VDOT using scarce transportation dollars to resurface Huguenot Road south of Chippenham Parkway when the existing surface looks fine?—John C. Answer: Because there might be alligators in the road. And that’s no crock. More than 100 factors are used when deciding which roads will get a pavement overlay, said Dawn Eischen of the Virginia Department of Transportation. “Looks can be deceiving,“ she said. “There’s more to it than merely looking at the pavement: It’s rather scientific.“

Q:What is up with the new green and white Henrico County vehicle decals? I took my vehicle in for a state inspection and was told by the inspector that I must remove the decal or the vehicle would be “rejected” and not pass the inspection because the decal was too large. I removed the county license, and the vehicle was inspected and passed. As I travel around, I have noticed numerous vehicles have the county license decal displayed on their windshields with current state-inspection decals. What’s up? I thought all inspection stations in Virginia had the same rules and regulations to abide by as each vehicle must be inspected annually. Looks like some stations are not reading their inspection manuals!—Irvin D.

Q:At Ninth and Broad streets downtown, there is a sign that states, “Turning traffic MUST yield to pedestrians.“ Does this apply only to this intersection, or is it a general rule? I ask because this area is not pedestrian friendly, and even when pedestrians have the “walk” sign, drivers seem to have the attitude that they have the right of way when turning across a crosswalk. In essence, what are pedestrians to do to cross the road safely? By the way, please don’t say that drivers in violation may get ticketed. I have never seen this enforced downtown.—James

Police closed the northbound lanes of Brook Road between the 900 and 1300 blocks tonight because of icy conditions. That section of Brook Road, a few blocks south of Virginia Union University, is relatively low-lying. It includes a stretch that crosses the railroad tracks just north of downtown. Richmond police Capt. Gary Ladin said about 9:30 p.m. that he wasn’t sure how long the lanes would be closed.

Q:I was at a gas station. There was a person pumping diesel into a truck with the engine running. I asked him to turn it off but he didn’t, and so I left. Is it just common sense to turn off the engine while filling up, or is there a law that requires it? Also, when driving at dusk or in the dark, I see bicyclists who don’t have any kind of lights on. Is there a law on that?—Phil
