Beschler had been serving as acting CAO, as well as deputy CAO for operations since last year. In his expanded capacity, Beschler will oversee the departments of public works, public utilities and general services, as well as have new responsibilities over major renovations for schools and a planned overhaul of the Richmond City Jail. A Chesterfield County man was indicted today on charges that he tried to bribe a witness to lie in court on his behalf in a case involving the hit-and-run death of a 15-year-old girl. A Richmond grand jury indicted Bryan Christopher Shull, 36, of Lake Hills Road on charges of bribery, attempted procurement of perjury, and obstruction of justice, according to Managing Deputy Commonwealth&#8217;s Attorney Tracy Thorne-Begland.           ]]></description>

Henrico police arrested a Highland Springs woman in the armed robbery of a Patterson Avenue convenience store. Fulgencio Maria Freeman, 41, was taken into custody near Intertstate 64 and Nine Mile Road shortly after the 7:20 p.m. robbery at The Market Place 13 in the 8900 block of Patterson Avenue yesterday. Freeman, of the 500 block of Mullens Lane in Highland Springs, was charged with possession of a firearm in commission of a felony, felony abduction and armed robbery.           ]]></description>

But the 31-year-old motorcyclist and barber had friends looking for him. &#8220;You couldn&#8217;t find a better person who had more friends,&#8220; said Viar&#8217;s boss, Barbara Wright, who owns The New Barber Shop at the Victorian Square shopping center off Hull Street Road. More than 100 Henrico County sheriff&#8217;s deputies have racked up overtime that added at least an extra 25 percent to their salaries, according to a review by the county auditor. The review found 104 of the sheriff&#8217;s department&#8217;s 319 staff members were paid overtime that exceeded 25 percent of their salaries. Four of them received overtime payments that more than doubled their take-home pay.           ]]></description>

Congestion and minor accidents backed up traffic in the Fredericksburg area throughout the afternoon and evening but had grown particularly worse tonight at mile marker 140 in Stafford County and mile marker 129 in Spotsylvania County.           ]]></description>
