In addition to “the best ballpark in minor league baseball,” the artistic sketches of Mayor Dwight C. Jones’ vision for Shockoe Bottom show a landmark multistory building on the north side of Broad Street with a Kroger grocery store on the street level and a Hyatt hotel, offices and apartments above it.

The grocery store would help address the long-standing problem of access to healthy, affordable food for the lower-income residents of East End Richmond — an area that has been described as a food desert.
